| 摘 要： | 中国已进入城市化的快速发展期,未来二三十年城市空间扩张将是中国城市化的物质表现形式,城市土地一级开发是城市规划实施的一种措施,既具有经济意义,也具有社会意义。通过深入分析当前中国城市土地一级开发中存在的问题和原因,从制度层面和管理层面提出完善城市土地一级开发中政府治理的建议。

| Abstract: | China has entered a period of rapid development of urbanization, city spatial expansion will be the material manifestation of the Chinese urbanization in the next 20-30 years, urban primary land development is a measure of the city planning and implementation.It not only makes economic sense, but also has social significance.By analyzing the existing problems and reasons of the current China＇s urban primary land development, and put forward advices about government governance in urban primary land development from the system level and management level. |
