国资委职能定位方向——以上海为例

上海市国资委现有职能定位存在缺位、越位和错位等问题。国资委职能定位的方向是：要在理论上明确职能定位的实质;要处理好管资产与管人、管事的关系,国资委与国有企业之间的关系;要采取有效措施实现国资委职能目标。

CSMSP Functions orientation

Nowadays, the problems of absenting from position, going begond position and missing position are exsisting in the functions orientation of Shanghai Municiple Committee of Supervision and Management of State Property（CSMSP）. The aims of CSMSP functions orientation are： 1）Defining the theoretical essence of function orientation. 2）Handling correctly the relationships of manaff.＇ng assets and managing men and materials; CSMSP and Party＇s organizations, financial and other administration departments; and CSMSP and the state-owned enterprises. 3）Taking the effential countermeasures for realizing the functions aims of CSMSP.
