| 摘 要： | 明确政府与市场在构建社会保障制度中的定位 ,是社会保障制度设计与模式选择所首先应当予以解决的问题。文章阐释了各种制度环境因素对社会保障制度中政府与市场关系的不同影响 ,分析了在不同的制度环境下政府与市场在社会保障制度中的职能定位 ,并对我国社会保障制度中政府与市场的关系问题提出了相关政策建议

| Abstract: | The localization of government and market in social security system should be prior to the design of social security system and the choice of model.This article analyses the influence of each kind of institutional and environmental factors upon the relations between government and market the social security system;discerns the roles government and market play in social security system under different institutional environments;provides proposals related to the relationship between government and market. |
