我国石油商业储备管理体系模式研究

借鉴美国、日本、德国等国家的经验,结合我国国情,依照适度集中、政企分开、机构精干的原则,建立由中央统一管理,决策层、管理层和操作层相互分离的三级石油商业储备管理模式。决策层是国家石油流通主管部门,可设立国家石油商业储备办公室作为具体办事机构,管理层是石油公司储备分公司,属独立核算的特别法人机构,操作层包括石油公司下设的区域石油储备基地公司,从而实现石油商业储备一体化分工协作管理体系。
