日本构建中小企业信用担保体系的经验与启示

日本是建立中小企业信用担保体系最早、发展最完善的国家之一，有着较完备的系统结构和运行机制。借鉴其在资金来源、担保费用及限额、运作方式、资金补偿与风险控制以及担保机构和金融机构的合作关系等方面的成功验，对我国建立和完善中小企业信用担保体系的启示是：建立以政府财政资金为引导和支撑、民间机构参与、分层次的中小企业信用担保体系；与商业银行建立利益共享和风险共担机制；建立社会化、专业化、网络化的中小企业融资服务体系；加快中小企业信用担保体系的法律法规建设步伐。
