In recent years,central enterprises have achieved good results in various aspects of governance structure,manufacturing,and capital investment by applying corporate governance programs and building internal control management systems.Especially in the period of high-quality development of various industries and fields in the whole society,central enterprises have also expanded the scale of investment by social capital by absorbing social capital.Based on this background,this paper outlines the connotation of central SOEs as social capital,and analyzes the management business and functions of central SOEs as social capital.
