考试权独立行使之法律问题初探

考试是现代社会选拔人才的重要手段,为了保证考试权公平、公正的行使,国家一方面应当制定统一的考试法,对考试权行使的主体、职权、程序、责任等进行规定;另一方面应当将考试权从行政权中独立出来,成为一项由专门机构行使并且直接受人大监督的相对独立的权力。
