小城镇发展中节约用地问题的研究

小城镇发展与耕地保护是一对不易克服的矛盾。兼顾两者的途径就是走一条土地节约型小城镇发展之路。本文以此为主题．分析了我国小城镇发展中的土地问题，指出地方保护主义、制度、技术等因素是阻碍节地型小城镇发展的主要原因和难点所在。在此基础上，进一步提出了解决上述矛盾的对策和建议。

RESEARCH ON DEVELOPMENT OF TOWNSHIP WITH ECONOMIZING LAND

As it is difficult to resolve the contradiction between protection of cultivated land and development of township, the way to resolve one is taking development of township with economizing land. Based on the subject. the paper makes analysis to the land problem in the development of township in China, and points out factors of local protectionism, institute and technique are main reasons and diffculty that hinder the development of township with economizing land,and makes further countermeasures and suggestions to resolve the above - mentioned contradiction.
