| 摘 要： | 西藏高原的生态环境不仅影响当地经济社会发展,甚至影响着毗邻国家和东南亚地区以至全球的气候变化,因此保护西藏的天然林资源致关重要。全面论述西藏天然林资源的特点与功能;指出了50多年来西藏天然林保护所得的成绩与存在的问题;针对问题提出了理顺管理体制、适当提高公益林管护标准、科学经营利用森林资源等5项保护天然林资源的建议措施。
