我国农村义务教育转移支付问题分析

党的十七大提出，要确保在2020年实现全面建成一个惠及13亿人口的小康社会的奋斗目标，最繁重、最艰巨的任务在农村。农村要发展，教育当先行。目前，我国农村义务教育转移支付资金的滥用、挪用现象普遍，使用效率低下，转移支付方式缺少较为合理的分配标准和运行机制，使得很难在实现城乡统筹发展、提高各地公共物品和服务均等化水平方面发挥其应有的作用。因此，一套规范、完善的农村义务教育转移支付制度的建立尤为迫切和重要。
