| 摘 要： | 基层卫生服务体系能够保障卫生服务提供公平，也体现了基层化原则，在卫生服务递送体系中非常重要。当前，我国卫生服务递送体系是“高端集中”，城市社区卫生服务体系在社区卫生服务补偿、人力资源建设、双向转诊等方面都存在制度缺陷；而农村基层卫生服务体系缺乏有效的成本补偿机制和纵向合作的制度，乡镇卫生院的功能定位也不合理。应建立农村社区卫生服务制度和全科医生制度，重构基层卫生服务体系补偿制度和双向转诊制度。
