林业可持续发展投资主体定位及财政困境研究

在林业的可持续发展中,政府要发挥主导作用,因为林业具有公共性,提供的物品属于准公共物品。然而由于财政资金总量不足,仅靠政府特别是中央政府的财政投入是困难的,还需要依靠市场和社会的力量。本文提出了林业可持续发展定位于准公共物品的提供,以政府投资为主;分析了政府财政资金的困境及弥补资金不足的对策。
