民意表达与政府回应的决策机制构建——厦门PX事件引发的思考

民意的充分表达是实现政府决策民主化和科学化的重要前提，也是社会主义民主政治建设得以顺利推进的必然要求。当前部分地方政府决策者“以人为本”决策观念的淡薄，导致政府决策中民意表达的严重缺失；关于民意表达的相关法律和制度的缺失，导致民意表达的组织化、法定化程度低；政府公共决策回应机制的不健全，导致政府与公民之间沟通渠道不畅。因此，地方政府官员必须树立科学决策观念，积极引导公众参与公共政策的制定；必须进一步建立和完善政府决策中关于民意表达的相关法律和制度；必须建立有效的公共决策回应机制，从而确保政府决策的民主化和科学化。
