Inquiring into the Foundation of Quantitative Economic Implemented by Direct-controlling Policy of Government of Combating Desertification

During implementation of Combating Desertification policy in Inner Mongolia, government takes direct-controlling policy. The paper explains the policies adopted by government, such as forbidden people to herd, raising in pen, and adjusting industrial structure of pastoral area, from the angle of quantitative model analysis. In fact, the government put direct-controlling policy into effect, by means of regulating and controlling the index of compulsorily output value of livestock farming.
