绿色GDP核算难点及对策研究

党的十六届三中全会提出:"坚持以人为本,树立全面、协调、可持续的发展观,促进经济社会和人的全面发展."这就是科学发展观.科学发展观与绿色GDP是相互联系、相互统一的,要贯彻和落实科学发展观,就必须建立绿色GDP核算体系,实行绿色GDP发展指标.本文客观分析了绿色GDP的核算难点,并从政策层面、方法制度等方面较为系统地探讨了如何解决这些难点问题.

Difficulty and Solve to Green GDP Check Computation

It is a scientific development view;insist base on people, set up overall, coordinate and sustained development view,promote overall development of economic society and people which is proposed in the sixteeth plenary Session of the 3rd central committee of the C. P. C. Scientific development view and green GDP are interrelation and unity, in order to carry out scientific development view, green GDP check compuation must be built and green GDP development index must be carried out. This paper analyzes the difficulty of green GDP check computation,and disscusses how to solve the difficulty from the aspects of principle, method and system.
