| 摘 要： | 战略性新兴产业事关国家未来竞争成败，其财富效应和政治效应已引起国内各省市的高度关注，并迅速行动。然而，新兴产业尽管机会很多，但是陷阱也多，一旦技术路径选择错误的话，将损失惨重。布局战略性新兴产业必须重点关注三个方面的问题：通过产业、技术和市场维度识别战略性新兴产业；通过规划和分类指导，破解战略性新兴产业的人力资源供给瓶颈；必须协调好战略性新兴产业与传统优势产业的关系。

| Abstract: | Strategic emerging industries are related to the national competitiveness. To acquire political effect and the wealth effect domestic provinces and cities concern them greatly and take action promptly. However, there are not only many opportunities but also risks. To develop the strategic emerging industries we must pay attention to the relevant issues： identify the strategic emerging industries form the standards of the industry, technology, and market; solve this problem of the supply of characteristics human resource through the government planning; coordinate the relationship between the emerging industries and traditional industries. |
