弱势群体保护中政府的法律责任

目前以经济状况来衡量一个群体的弱势与否的界定,不能涵盖所有的弱势群体,应结合社会评价、占有资源量、健康状况来综合评价。由于社会评价低、普遍歧视、占有资源少与健康状况不容乐观的特征决定了弱势群体影响社会发展与稳定的一个诱因而非必然因素,其深层根源在于社会与政府,为此政府应努力推动立法进程、转变理念、建立健全各项制度,完善对弱势群体的救济途径来寻求对其特别保护。

The Law Responsibility of Government in the Protection of the Disadvantaged Groups

According to the economic situation, we can measure whether a group is disadvantageous or not, but we can't cover all the disadvantaged groups. By using the evaluation of the society, the amount of towing the resource, health of the groups to get the answer, we should realize the groups would relate with the stabilization of the society. But it is not the major reason for the instability of the society. The basic reason exists in the society and the government. So the government should promote the progress of legislation, transform the ideology, build up all the systems, and perfect the saving ways to protect the disadvantaged group.
