Research on Urban Design Guideline from the View of Urban Planning Management

First the paper introduces the present planning management system,and details the ongoing transformation and changes of planning management.Then,the paper reflects the shortage of the urban design in planning management system,proposes the reconstruction program with the guidelines operation considered.The program mainly discusses the way of combination between planning management system and urban design guidelines and the procedure of guidelines operation,and creatively proposes the operation pattern of government,scholar and public Tripartite Consultation Mechanism to be a long-term mechanism for the guidelines operation.
