失地农民利益保障问题与社会和谐研究

改革开放以来,在工业化和城市化的双重推动下,城市建设用地、外商投资开发用地、乡镇企业用地数量日益增加,因土地被征用而导致的失地农民的数量迅速增加。失地农民的生产、生活、养老保障问题,已经成为当前我国社会的重大不稳定因素,影响社会安定、和谐。因此,必须妥善协调各方面的利益关系,包括妥善处理城市化、现代化进程中失地农民的利益保障问题,这对于构建社会主义和谐社会,实现全面建设小康社会的宏伟目标具有极其重要的意义。

Resolving the Problems Relating to the Interests Guarantee for the Land-lost Far mers is Significance for Harmonious Society Built

Since reform and opening-up, with the promotion of industriali zation and urbanization, the number of land use for urban construction, the deve lopment of foreign -investment enterprises and township-level enterprises has be en gradually increasing; meanwhile, more and more farmers lost their farmland. I n this case, the paper focuses on serious problems concerning the production, su bsistence and pension security of these land-lost farmers. It points out that to build socialist harmonious society and to achieve the goal of building a well-o ff society in an all-round way must appropriately coordinate all interest relati ons and handle with the problems of the land-lost farmers interest guarantee.
