天保工程“十五”总结与“十一五”展望

“十五”时期,天保工程成效显著:资源进入稳定快速增长期,生态步入恢复好转期,产业结构步入复苏调整期。工程区累计减少森林蓄积消耗量4.26万m3,相当于少砍382.8万hm2森林面积;净增森林面积815.7万hm2;累计分流安置66.5万富余职工。“十一五”时期,工程面临资源总量与生态需求、经济发展与分流职工、新旧体制转换等困难与矛盾,同时存在经营机制、后续产业、人员分流、企业办社会、机构与管理等多方面的不适应。2006年工作思路是巩固成果,合理定产;理顺体制,创新机制;完善政策,加强管理,促进发展。

Review of the Tenth Five-year Plan and View of the Eleventh Five-year Plan in Natural Forest Protection Program

Natural Forest Protection Program (NFPP) has got a great achievment during the tenth five-year plan. Resource steps into stable and fast growth, ecology walks into a good comeback, and industrial structure into an adjustment of resurgence. The Program has reduced 42600m3 in the accumulative total forest volume, equals to 3828thousand hm2 forest area avoiding being cut. The net increment of forest area is 8157 thousand hm2, and surplus staff members adding up to 665 thousand have been diffluent. In the meanwhile, 6 aspects of experiences from the Program have been got. During the eleventh five-year plan, the Program meets the conflicts of resource and ecological demand, economic development and diffluent surplus staff members, old mechanism shift to the new. And it also challenges the operating system, successive industry, personnel diffluence, enterprise responsible for the society, institution and management, and so on. The road in 2006 is to consolidate outcomes, determine reasonable quantity, smooth mechanism, perfect policies, strengthen management and promote development.
