Migration,growth, distribution and welfare

In this note we argue that the inverted U curve of inequality is a technical derivative of the attributes of the conventional indices of inequality; that these indices are inadequate measures of the change in welfare associated with the typical distributional consequences of rural-to-urban migration; and that an explicit welfare judgment with respect to this process should and can be made.
