| 摘 要： | 就中国基本养老保险构成及其转折点进行确认与分析可以发现,在众多影响制度出现转折的因素中,社会经济因素并不具备能引发重大转折的强迫性和必然性,而政治方面的因素,即相应的＂政治事件＂和中央政府最高领导的介入才是变迁过程中转折点的关键的决定性因素。
