对长江经济带区域通关一体化改革的几点思考

本文从探讨长江经济带区域通关一体化的内涵和前提条件出发,提出长江经济带通关一体化改革需要遵循的总体原则,并对长江经济带区域通关一体化的流程架构设计（“一中心”、“四平台”）提出了总体构想,强调在推进通关一体化改革过程中应予关注的几个方面问题,即：顶层设计力求科学周密、率先试点力求排解问题、全面推开力求安全平稳、原有改革力求辩证整合、协同联动力求顺畅高效、新旧衔接力求妥当安排、改革空间力求提前预留;最后结合改革试点情况对下一步加快推进区域通关一体化提出了建议.

Thoughts on Regional Customs Clearance Integration in the Yangtze River Economic Belt

As a breakthrough, this article first of all discusses the definition, pre--con- ditions and overall principles of regional Customs clearance integration in the Yangtze River e- conomic belt. Proceeding from the analysis of the overall architecture, this article explores in- to some major issues to be concerned in the process of the integration, namely cautious top design, piloting to address problems, security and stability after spreading, proper integra- tion with the former reforms, coordination for effectiveness and efficiency, proper arrange- ment for transition, and preserved space for reform. In conclusion, this article gives some advice on how to speed up the regional Customs clearance integration reform in the next step.
