试论海关定位与改革背景下风险管理模式重构

新的形势和要求下,海关要适应任务更重、责任更大、挑战更多、要求更高的局面,必须主动调整定位,积极开展创新突破,推动以风险管理为核心基础的综合监管体系改革.因此,在海关新的定位与改革的背景下,主动思考现有风险管理运作模式的调整,实现风险管理的与时俱进和创新发展,对于推动海关自身管理的改革与发展,具有十分重要和积极的意义.推动“控”、“防”结合的风险管理模式重构,可以从战略层面发挥风险管理分类防控、统筹协调管理资源的作用,从而能有效地服务海关定位的转变,促进海关自身的优化监管与服务的改革,通过构建综合监管链条,切实提高海关监管的整体效能.

On Reconstruction of Customs Risk Management Model Against the Backdrop of Customs New Position and Reform

In the new situation with new requirements, in order to adapt to the new tasks, new challenges and responsibilities, Customs should promote the reform of compre- hensive supervision system with the risk management as the core. Against the background of Customs new position and reform, it is of great significance for the reform and development of Customs administration to proactively consider the adjustment of the existing risk manage- ment model so as to realize the modernization and innovation of risk management. The recon- struction of the risk management model which integrates ＂prevention＂ and ＂control＂ can give fuil play to the role of the risk management in the categorized risk prevention and control and the coordinated management of resources. Thus it will effectively serve the transformation of Customs position, optimize the Customs supervision and service and substantia the overall efficiency of Customs supervision by constructing an integrated superv ly improve sion chain.
