Studies on the Evolution of the Goals of Our Customs Administration and Their Realization Mechanism Since the Reforming and Opening up Policy （П）

Customs has tremendous influences on the development of an open econo- my. With a correctly positioned goal and properly running of authority, Customs administra- tion can help promote the national economic development and accelerate the progress of open- ing up to the outside world. Otherwise, it may impact the trade efficiency and cause the wast of human, material and financial resources. Historical evolution and development of Customs, especially the experience in the modernization of Customs administration, shows that Customs administrative capacity as well as its efficiency is closely connected with eco- nomic development, social stability and prosperity. A competent Customs administration is mainly reflected in the aspects of visionary strategic thinking, clear administrative goals, sound Customs legislation, voluntary and effective implementation of laws, irreplaceable Customs professionalism and expertise, Customs integrity and decency and dignity of Customs career.
