| 摘 要： | 21世纪初,中国政府试图通过引进国外先进技术来统一国内的核电技术路线,取得核电产业的跨越式发展。结果,技术路线不但未能够统一,反而更加五花八门。造成谜局的主要原因是政策制定中的政策联盟以及政策执行的软约束;权威的失范而非破碎、利益的共谋而非分化,是政策执行软约束的根源。文章建议公共政策的决策应开放化和多元化而政策执行则应制度化。
