本文重新考察了中国改革开放的总体战略,从不完全契约理论的角度解释了摸着石头过河战略在过去三十年中取得成功的原因,并指出了这一战略所内含的中央政府的承诺问题以及地方政府的激励扭曲问题。文章初步提出了一个改革试验的剩余控制权在中央和地方之间分配的最优原则,认为改革总体战略应该从摸着石头过河转换为架起桥梁过河。本文还从不完全契约理论的角度提出了国企改革、医疗改革以及政治和社会改革的一些基本见解。
