我国农业保险试验的矛盾及出路

我国农业保险的试验走过了21年的艰难的不算成功的历程。从保险经营的角度分析起来,试验者遇到了6大矛盾:1.农业保险的高费用、高费率与农民购买力较低的矛盾;2.农业和农业保险的较低预期收入与发展农业保险的政策目标的矛盾;3.农业保险利益的外在性与保险双方长远利益的矛盾;4.在较大范围分散农业风险的需要与试验范围狭小的矛盾;5.在较长时间里分散农业风险的需要与农业保险实验在一个地区不连续的矛盾;6.农业保险的政策性质与商业保险公司的经营目标的矛盾。本文提出了两种举办政策性农业保险的可供选择的制度模式:由政府主办,并由政府设立相关机构从事经营的模式,和政府主导下的商业保险公司经营的模式。

The Achievements, Contradictions, and Way out of China''s Agricultural Insurance Pilot Experiment

The agricultural insurance pilot experiment has got good experience since 1982, even though the pilot experiment is not so successful. It has met six contradictions which are main causes of its failure in the experiment period. The agricultural insurance should be implemented for China' s agricultural and rural development.
