Wenzhou is the area which took the lead in carrying out market economy.The change and actuality of fairness and efficiency in Wenzhou are rather typical.According to the statistical datas,this paper analysed the change of fairness and efficiency,as well as its reasons,and the measures which the government adopted considering fairness,as well as the effects,and then points out that since the Reform of Opening to the Outside,the total amount of economic has been increasing continuously,and that the living standard of population has been improving.However,it reveals that,meanwhile,the residents' income gap have showed the tendency to widen in many aspects,and that there is a considerable amount of poverty population.The practice of Wenzhou indicates that the market economy can prompt the improvement of efficiency,but it can not creat fairness spontaneously.So the realization of fairness asks for kinds of measures took by government.
