失地农民问题与土地管理制度的完善

农民失去土地不只意味着危及农民的个人生活水平,还会演化成为影响社会稳定的政治问题.解决这一问题的现有建议和措施都是短期应急性的,根本性的出路在于界定“公共利益“的概念,彻底破除土地问题的一些僵化认识,理顺土地所有权和经营权之间的关系,建立市场导向的土地使用权流转机制,赋予农民平等获取土地收益的权利.

This paper explains that the peasants have been deprived the land not only means their living level in danger,but also evolves to become a political problem of social stability.The current suggestions and measurements is to solve shortly an emergency.Basic solution to this problem is that to define "public benefits",get rid of some of the deadlock cognition for land problem,manage the relation between ownership and operating right of land,establish the market-orientated mechanism to transfer the land usage power flow,endow the peasants the equal right of obtaining income from the land.
