| Abstract: | To improve the government effect and to lower the administration cost are both important ideas of the decisions of the 4th plenary meeting of 16th conference of CPC. The article is discoursing the composing of administration cost, the main factors that affect the cost and efficiency, and the spending principles of the cost. These studies will be valuable to improve the construction of the reign abilities of CPC. |
