农村最低生活保障政策矫正与机制创新——基于福建省4个山区的实证研究

农村最低生活保障制度已经在全国范围内普遍建立.但对福建省4个山区的实地调查表明,处于起步阶段的我国农村低保制度仍存在上级政府与下级政府之间激励不相客、资金难以落实、低保标准偏低等诸多明显缺陷,而其最根本的症结在于政府责任的缺位.因此,要完善农村低保制度,首先应当明确政府在该项制度建构中的主导责任,并在此前提下从资金投入、激励监督、保障水平以及甄别标准等方面寻求政策矫正与机制创新的思路.
