黑龙江省石墨产业投资环境要素分析及对策

Factor Analysis of the Investment Environment for Graphite Industry in Heilongjiang

With abundant graphite resource, Heilongjiang has fairly sound industrial foundation for the graphite industry. However, the product structure is single and the operation is extensively now. There is a need to introduce investment to extend the industrial chain, making investment environment analysis an urgent demand. Since the investment environment is a complex system with various elements, to change a single element or certain elements would not get an instant effect. The improvement of the hard investment environment re-quires a great deal of investment, especially from the government;the improvement of the soft environment will weaken the rights of func-tional government departments, which will possibly become reform barriers. As a result, the government shall center on investors while making investment policies, reevaluate the governmental function in economic activities, set up efficient investment promotion agencies and facilitate the participation of private capital in state-owned enterprise reforms. With a promising outlook in developing the graphite indus-try, once a better investment environment is created, there will be a strong influence to the regional economy.
