新型农业经营主体培育及发展路径探析

随着我国农村经济的发展及城镇化进程的快速推进,农业经营主体构成不断发生变化,以家庭农场、农民专业合作社和农业龙头企业为代表的新型农业经营主体已经成为我国现代农业发展的重要主体。当前,我国新型农业经营主体在培育和发展过程中面临着土地、资金等生产要素难以稳定获得、公共服务不足及政策落实效率低等多种困难及瓶颈制约。我国应通过完善农村土地流转相关制度及农村金融制度改革,转变政府农业扶持方式及加快新型农业经营主体人才培育建设等多种措施促进新型农业经营主体的培育和发展。

Analysis of Development Channels and Fostering Players of Agriculture of New Type

As the economy in rural areas and urbanization develop rapidly in China, players engaged in Agri-business have undergone constant changes, representing family farms, Agri-cooperatives, and leading businesses. However, those players are restrained by bottle-necks, including availability of land use, investment, insufficient public service and low efficiency of policy implementation. Local governments should improve regulations of land transfer and reform on the financial system in rural areas. In addition, governments should review incentives and build a strong pipeline in agriculture sector to develop agricultural players.
