| 摘 要： | 农村税费改革是政府为解决“三农”问题而实施的积极政策措施,在减轻农民负担的同时,对农村公共产品的供给产生了负面影响。新问题的解决依赖于基层政权的政治体制改革和公共产品供给机制的改革与创新。
