以科学发展观为指导完善养老保险制度

养老保险是社会保障事业的重要组成部分,应当以科学发展观指导现行养老保险制度的改革与完善。尽管我国养老保险事业取得了长足的进展,但我国现行养老保险制度中还存在着制度框架缺陷、覆盖群体不明、统筹层次不一、各地政策各异、替代率持续下降、养老保险制度可持续性不强等亟待研究解决的问题。为了解决养老保险制度中存在的问题,应当建立以个人为保障单元、“一卡通”的养老保障制度框架、构建“五支柱”的养老保险体系和开辟养老保险基金保值增值的新途径。

Perfect the Endowment Insurance System under Guidance of Scientific Development View

The Endowment Insurance is an important part of the social security system,and should be(reformed) and perfected under guidance of Scientific Development View.In spite of great progress,the(present)(endowment) insurance system still has problems like instability of system frame,ambiguity of(coverage),different(financing) level,variance of local policies,continuous decrease in substitution rate and weak sustainability of the(system).In order to solve all the problems concerned,the following ways should be considered such as individuals as insurance unit,"one card"endowment insurance system frame,constructing"Five Backbones" endowment insurance system and seeking new ways of insurance fund increment.
