| 摘 要： | 政府是推动我国城乡统筹发展的直接力量。当前由于城乡居民收入、文化教育事业发展、公共医疗卫生事业发展和社会保障事业发展不均衡等原因导致城乡发展不均衡。政府可通过完善农村公共财政制度、完善农村基本的义务教育制度、建立农村最低生活保障制度、建立农村基本的救济制度和推进县乡（镇）政府机构改革等措施来推进城乡统筹发展。
