粮食收购非现金支付手段的深化对现金流通的影响——以吉林省四平市非现金结算工作试点经验为例

在深入推广农村粮食收购非现金支付手段的过程中,中国人民银行四平市中心支行与金融机构联合积极稳妥地利用银行借记卡等非现金结算方式向农民结算售粮款,并取得了成功的经验。本文首先对四平市推广农村粮食收购非现金支付手段三种模式做法进行总结和认知,对非现金结算对现金流通的影响在理论上予以概述,并对粮食收购非现金结算三种模式对现金流通的影响进行深入分析;从而得到为将来农村地区非现金支付环境优化提供借鉴和经验支持。最后将对完善粮食收购非现金结算提出政策性建议。

The Influence of Deepening Grain Purchase Non-cash Payment on Cash Flow

In the deepening of non-cash payment of corn purchase in rural areas,the People’s Bank of China,Siping Central Branch has collaborated with other commercial financial institutions to settle corn purchase deals with peasants by non-cash ways such as debit cards,and accumulates some experiences.The paper summarizes the three different ways that have been applied in Siping,analyzes the impact of non-cash payment on cash circulation,and discusses the revelation and experiences for improving the non-cash payment environment in rural areas.In the end,relevant policy suggestions are provided.
