我国政府采购的结构分析及其优化

本文认为,近年来我国政府采购结构在客观上逐渐趋向合理与有效,但从政府的主观意识而言,政府采购的结构政策基本上还处于无序状态,需要加大结构调整力度。首先,要进行结构的合理化调整,即依据财政预算的支出结构的框架要求,将政府采购的级次、方式、类型以及部门结构进行合理的安排与调整,以体现政府采购政策的导向功能。其次,要遵循效率优先原则,对政府采购的行政级次及组织方式进行结构性调整,最大限度地调动各级组织与机构提高政府采购效率的积极性。

The Analysis and Optimization of China''''s Government Procurement Structure

The author points out that the structure of China's Government Procurement is objectively becoming rational and effective.But,from the subjective will of government,the structure policy of government procurement is in a disordered statement that needs to be adjusted.We should,first,implement rational adjustment;second,adhere to the principle of giving priority to efficiency and adjust the structure to bring into full play organizations and bodies in every level to increase the efficiency of government procurement.
