保障贸易政策稳定促进对外贸易持续健康发展

为了促进经济结构调整和产业升级、转变经济增长方式,自2005年5月以来,中国相继实施了一系列取消或降低出口退税率、出台禁止和限制类加工贸易产品清单等政策措施。虽然当前有关贸易统计数据还没有准确反映出中国对外贸易形势的变化,但是东部地区已开始面临中小企业经营困难、就业压力进一步增大、部分外商投资企业撤离等问题。本文认为,这主要是出口退税政策不稳定和"两高一资"产品涉及面过广等原因造成的,建议暂不宜出台新的贸易政策和暂缓执行某些影响重大的贸易政策。

Ensuring the Continuity and Consistency of Trade Policies to Promote a Sustainable and Sound Development of Foreign Trade in China

To push forward the economic restructuring and industrial upgrading as well as changes in the mode of economic growth, a series of policies has been issued by the central gov- ernment since May of 2005, mainly including the adjustment of export rebate policies and the prohibited commodity catalogue for processing trade. It is obviously difficult for current trade statistics to accurately reflect changes in foreign trade, yet some eastern regions of China has already faced issues such as difficulties encountered by some of the small and medium-sized enterprises in their production and operation, increasing employment pressure and withdrawals of some of the foreign-invested enterprises. This paper argues that these issues are mainly resulted from the inconsistency of the export rebate policies and the too wide coverage of 'pollution-inducing, high energy or natural resource-consuming' products. The paper then suggests that new policies concerning foreign trade might not be brought into effect for the time being, and some existing trade policies should be put off this year.
