| 摘 要： | 对在电力市场环境下如何对依然具有一定的自然垄断属性的电力行业实施有效的监管的问题进行了多角度的分析研究。主要分析探讨了与制定电力监管机制有关的电力行业的特点;分析阐述了电力行业监管的性质和内容;分析探讨了激励式监管方式的总体框架和各种激励式监管方式的具体内容、存在的一些问题以及解决办法。

| Abstract: | The paper presents the findings of analysis and study from different perspectives on implementation of effective regulation of electric power sector,which is a natural monopoly even under new power market environment.The main analysis and discussion is focused on the characteristics of power sector,which is related to the establishment of power regulation system.The features and contents of power sector regulation are well explained.The incentive regulation frame- work and the detailed contents of various incentive regulation model as well as problems existed and solutions for them are analyzed and discussed. |
