“放管服”改革对企业经营绩效的影响——来自中国企业-劳动力匹配调查(CEES)的经验证据

“放管服”改革是我国为了促进经济发展、增强企业活力而采取的重要举措。基于2018年中国企业-劳动力匹配调查(CEES)的微观数据,分别从简政放权、放管结合和优化服务三个方面实证检验了“放管服”改革对企业经营绩效的影响。实证结果表明,在“放管服”改革相关政策实施过程中,放管结合和优化服务方面的改革对企业经营绩效提升起到了明显的促进作用,而简政放权的改革则需进一步落实到位才可能达到预期的政策效果。此外,就“放管服”改革与企业人力资本、投资和创新进行的调节效应检验结果表明,“放管服”改革可能是通过促进企业创新活动从而提升企业经营绩效。

The Impact of Deregulation & Regulation & Service Reform on Promoting Enterprise Performance: Empirical Evidence from the China Employer-Employee Survey (CEES)

Deregulation & regulation & service reform has been an important initiative to promote economic development and enhance the vitality of enterprises. Basing on the micro data of “China Employer-Employee Survey”(CEES) in 2018, this paper empirically examines the impact of government’s deregulation & regulation & service reform on firm performance from three aspects:“Delegating Powers”,“Combining Management and Delegating”and“Optimizing Service”.The results show“Combining Management and Delegating”and“Optimizing Service”having improved enterprise performance obviously in the implementation of the policy, while “Delegating Powers” still needs to be further implemented in place to achieve the desired results. In addition, this paper examines the moderating effect of deregulation & regulation & service reform on human capital, investment and innovation of enterprises. The results show that the reform may increase corporate performance by facilitating innovation activities of enterprises.
