新中国70年社会保障事业发展基本历程与取向

中国社会保障事业历经初创与调整、停滞与恢复、探索与改革三个主要发展阶段。党的十九大以来,中国社会保障制度的发展步伐加快,面临着新的机遇与挑战。推动新时代中国社会保障事业发展,应努力实现城镇职工基本养老保险全国统筹;实现养老保险基金保值增值;完善社会养老服务体系,加快“银发产业”发展;进一步深化社会医疗保险制度改革;加快建立住房保障供应体系;构建以促进就业为核心的失业救助制度;优化社会救助体系,促进制度融合;加快社会保障国际化进程。

Course and Orientation of Social Security in PRC from 1949 to 2019

China’s social security have experienced three major development stages: initiation and adjustment stage, suspension and recovery stage, exploration and reform stage. Since the 19th National Congress of the Communist Party of China, while the development of China’s social security system accelerates stably, the system is confronted with new opportunities and challenges. To drive the development of social security in China in the new era, efforts should be made to achieve national unified management of basic endowment insurance for urban workers;realize the maintenance and increment of the value of pension funds;improve the social aged care service system and accelerate the development of senior industry;deepen the reform of social medical insurance system;accelerate the establishment of housing security and supply system;build an unemployment benefit system centered on employment promotion;optimize social assistance system and promote system integration;accelerate the process of internationalization of social security.
