我国生物质直燃发电的现状、问题及政策建议

我国生物质发电产业正处于起步阶段，产业化和商业化程度较低，有关政策及激励措施的支持力度不够。当前，可从以下方面加大政策扶持力度：规定对所有清洁能源一律确保其发电量全额上网，允许不同所有制的企业进入生物质发电领域；调整上网电价；做好资源调查和评价，编制发展规划；加大财政投入和税收优惠力度；支持技术研究开发和设备制造；建立设备检测认证体系，制定技术标准和规范规程；推行绿色电力配额制度和认购制度。
