| 摘 要： | 农地流转是农地制度市场化改革的内在要求。所有权的缺陷和农民对地权认识的模糊性阻碍了农地的流转。地权稳定性可以增加农民对农地的需求和投入，土地调整的功能和作用还没有一致的结论。选举产生的乡村干部可以满足农民对农地流转的意愿，而乡村干部的决策模式有待进一步的实证研究。

| Abstract: | It is necessary for rural land to be transferred in the land system reform.The defects of land property and less consciousness to the ownership have hindered the rural circulation.Land tenure security would increase demand and investments in the land which the peasants are using.There is still no unanimous conclusion of the land adjustment.The rural cadres who are elected would respect the will of peasants in rural land circulation.There should be more re-search about the cadre's decision mode. |
