| 摘 要： | 西部大开发是我国经济发展的地区布局上做出的一次重大战略性调整。这一战略的实施，离不开税收的大力支持和扶助，这是唯一能公平、全面调节经济平衡的杠杆。为此，首先要制定好公平、合理、适度的税收政策。
