地方政府公共安全治理研究——以福建省厦门市为例

近年来我国公共安全事件不断发生，要求地方政府加强公共安全治理建设。通过对地方政府公共安全治理重点以及存在问题的论述，提出地方政府促进公共安全治理进一步发展的思路，认为应从思想到实践上将“应急管理”转变为“公共安全治理”；树立“多中心治理”理念，真正发挥其他主体在公共安全治理中的作用；进一步建章立制，强化政府责任，注重公民合法权益的保护。
