社会资本重构视角下我国公共行政伦理建设研究

社会资本作为一种非制度化要素,以网络、信任和规范的形式,增进了社会信任、团结与合作。事实表明,社会资本不仅能够对法治秩序提供有效的伦理价值支撑,为公共行政领域提供必要的社会整合,也促进了政府的民主和效率。然而,当下我国的社会资本出现了异型发展走向,进而形成了对公共行政伦理秩序的冲击。因此,必须对社会信用关系、网络和规范体系进行现代性重建,以充分发挥其对公共行政伦理秩序的建构和支撑作用,推进我国公共行政领域的民主和法治进程。

Research on the Public Administrative Ethics Building from the Angle of Reconstruction of Social Capital

As a factor of non-institutionalized,social capital improves the social confidence,union and cooperation from the angle of net,credit and regulations.It has been proved by the practice that social capital not only provides support of the ethics value of legislation effectively,support of society integrity of the area of public administration,but also promotes the government's efficiency and democracy.But today,China's social capital has the dissimilation trend and impacts the order of the public administrative ethics.Therefore,we have to rebuild the social confidence,net and regulation,to exert effect of construction and sustain to the order of the public administrative ethics and to improve the progress of democratic and legislation in China's public administration area.
