土地低效利用的成因及对策研究

从土地相关法律缺陷、规划不严谨、政府对土地财政的依赖及土地所有权等方面分析导致土地处于低效利用甚至闲置状态的原因,针对导致土地效率损失的原因,提出通过建立城乡统一的用地市场、完善土地二级市场、提高规划的科学性、实行土地年租制及完善地方税收体系等方面来提高土地的利用效率。

Research on the Causes and Solution of Land Inefficient Utilization

The causes of inefficient utilization and idleness of land were analyzed through the aspects of defective law of land related, the unserious planning, land-finance relying government and the dual structure of land ownership and a solution to enhance the efficiency of land utilization was proposed through building a unified urban land market, perfecting the secondary land market, enhancing the scientificity of land utilization planning and urban planning, implementing annual-land-rent system and improving the local taxation system.
