我国城乡基本公共服务均等化程度评价与对策

促进城乡基本公共服务均等化不仅是科学发展观的题中之义,也是构建社会主义和谐社会的现实路径。然而,目前我国的义务教育、医疗卫生和社会保障等基本公共服务在城市和农村之间仍旧处于非均衡发展的状态。使用因子分析法对我国城乡基本公共服务均等化程度进行量化评价。结果显示:城乡之间在公共服务的经费投入、人力资源、设施设备等方面存在的客观差距,促进城乡基本公共服务均等化应切实保障农村居民和城市居民享有平等接受基本公共服务的权利,努力实现我国社会公平。

The Evaluation and the Countermeasures of Promoting Equalization in Basic Public Services between Urban and Rural Areas

To promote the equalization in basic public services between urban and rural areas is not only the inner meaning of implementing the scientific concept of development,but also the reality path of building a socialist harmonious society.However,the basic public services such as compulsory education,health care and social security etc.,are in a non-equilibrium developing state at China currently.Using the Factor Analysis,the paper tries to evaluate the equal degree and reflect the gaps in basic public services between urban and rural areas objectively,the result shows that proposes the countermeasures for promoting the equalization in basic public services between urban and rural,which could protect the equal rights between rural residents and urban residents to achieve the social justice.
